The RECA Foundation (founded in 1992) established the Columbia Basin Public Information Network in 1994 with the mission to help bridge the technology gap in south central Washington State. Evolution of the CBPIN partnership has resulted in a formidable computer recycling program, the establishment of several Community Technology Centers, a highly successful Non-Profit Resource Center, and the placement of recycled computers with over 700 disadvantaged individuals, families, and non-profits. Two different computers have been developed based upon the clients needs. The Windows 3.1 computers, known as the “Beginning Computer” contains educational software and security system and are used by K-8 students, clients with certain disabilities, and first time computer users.
4People, since 1997, uses the Tapestry/VisionLink online software to provide over 4,100 resources in eastern Washington, and provides multi agency case management services. RECA Foundation currently manages the administration, implementation, training of the 4People system. Current agencies are using the case management system to reduce the number of homeless, reduce the number of uninsured, and coordinate and maximize services between faith based organizations in 19 counties in eastern Washington. This same VisionLink software is being used to case manage over 100,000 Katrina evacuees, and is HIPAA and HMIS compliant.
